The film tells the story of an idealistic police officer's struggle against smugglers. An international company is involved in arms smuggling. However, arms sales in the country are very low. Therefore, the boss decides to secretly advertise by committing crimes in the country with smuggled arms. He plans to increase anarchy and terrorism among young people to boost arms sales. Cemil will collaborate with the university students whose friends were killed to dismantle the criminal organization.
